About the company Kodex revolutionizes how organizations handle sensitive subpoenas and data requests from law enforcement and government agencies. Founded by a former FBI agent and backed by leading investors including Andreessen Horowitz, Y Combinator, Peak XV and Thiel Capital, Kodex has become the industry standard for secure data exchange. Our platform supports over 15,000 government agencies in 190 countries and is trusted by industry leaders like Coinbase, Stripe, and AT&T.

By transforming a traditionally complex and manual process into a streamlined digital workflow, Kodex helps organizations strengthen compliance, enhance security, and reduce operational costs by millions each year. We bridge the gap between companies and authorized requestors, ensuring that sensitive data is handled with uncompromising security, transparency, and efficiency.

ABOUT THE ROLE

Kodex is seeking an experienced Government Relations Manager to strengthen our relationships with law enforcement agencies, prosecutors, judicial authorities and government stakeholders across Europe. This is a unique opportunity for someone passionate about public safety, international collaboration, and helping investigators navigate today's increasingly complex digital landscape.

As a member of the Government Relations team, you will serve as a trusted advisor to law enforcement while working closely with internal teams to ensure that Kodex continues to deliver best-in-class solutions that enable lawful, secure and efficient collaboration between investigators and service providers.

WHAT YOU'LL DO

  • Develop, strengthen and maintain strategic relationships with law enforcement agencies, prosecutors, judicial authorities, regulators and government stakeholders throughout Europe, while supporting global initiatives where required.

  • Represent Kodex at conferences, workshops, training events and industry forums, acting as an ambassador for the company and its mission.

  • Design and deliver educational programmes, webinars and in-person training to help investigators understand digital evidence processes, cross-border data requests and best practices for engaging with service providers through the Kodex platform.

  • Monitor legislative, regulatory and policy developments across Europe—including initiatives such as EU e-Evidence, the Second Protocol to the Budapest Convention, and other emerging lawful access frameworks—and provide strategic guidance to internal stakeholders.

  • Build trusted relationships with investigators and judicial partners to better understand operational challenges, identify emerging trends, and translate these insights into scalable improvements across the business.

  • Develop subject matter expertise in European cybercrime legislation, digital investigations, fraud, online safety and international cooperation frameworks to support Kodex's continued growth across the region.

  • Partner closely with Product, Engineering, Trust & Safety, Customer Success, Sales, Marketing and Threat Intelligence teams to ensure customer needs and law enforcement requirements are reflected in product development and strategic planning.

  • Support customer onboarding and engagement by providing subject matter expertise on law enforcement workflows, investigative processes and regional best practices.

  • Produce high-quality briefing papers, presentations, policy analysis, training materials and strategic reports for both internal and external audiences.

  • Help identify opportunities to improve the investigator experience, strengthen public-private partnerships and expand adoption of the Kodex platform across Europe.

  • Provide support during high-priority law enforcement matters and critical incidents where collaboration across multiple stakeholders is required.

WHAT YOU'LL BRING

  • 10+ years' experience in law enforcement, government, intelligence, public safety, trust & safety, digital investigations, cybercrime, fraud investigations or a closely related field.

  • Strong understanding of the European law enforcement landscape, including the institutions, agencies and regulatory frameworks that support cross-border investigations and digital evidence.

  • Experience working with European or international cooperation frameworks, including EU e-Evidence, the Budapest Convention, Europol, Eurojust, or related mechanisms, is highly desirable.

  • Excellent public speaking and presentation skills, with confidence delivering training to audiences ranging from small investigative teams to large international conferences.

  • Demonstrated ability to build trusted relationships with senior law enforcement officials, prosecutors, government partners and industry stakeholders.

  • Outstanding written and verbal communication skills, with the ability to explain complex legal or technical concepts in a clear and practical manner.

  • Highly organised, self-motivated and comfortable managing multiple strategic projects simultaneously in a fast-paced environment.

  • Strong analytical skills with the ability to identify emerging trends and translate them into actionable business insights.

  • A collaborative mindset with experience working across multidisciplinary teams.

  • Willingness to travel extensively throughout Europe and occasionally internationally.

  • A high level of integrity, professionalism and sound judgement.

DESIRABLE EXPERIENCE

  • Knowledge of EU e-Evidence, the Second Protocol to the Budapest Convention, the CLOUD Act, MLAT processes or other international lawful access mechanisms.

  • Experience engaging with technology companies, trust & safety teams or digital service providers.

  • Familiarity with cybercrime, fraud, financial crime, child protection, online harms or digital investigations.

  • Fluency in one or more European languages, particularly French, German, Spanish, Italian or Dutch.
